Read Morego to the power plant talk to the owner.. the cop will talk to u when u try to leave.. then go to the cerulean gym rocket guy will talk and run away.. go up the bridge you'll see him fight him and he'll tell you were the part is return to power plant then go back up the bridge past the trainers.. misty will be there.
